Subject: MOKAS Revised Guidelines, Strategic Reports and Annual Report 2025
Purpose: To inform Regulated Entities that the MOKAS has issued Guidelines on submitting Suspicious Transaction Reports (STRs), Suspicious Activity Reports (SARs) and additional Information files (AIF-A, AIFT).

In Summary:

CySEC has issued the Circular C781 on 21/05/2026 to inform the CIFs, ASPs, UCITS Management Companies, Internally managed UCITS, AIFMs, Internally managed AIFs, Internally managed AIFLNPs, Companies with sole purpose the management of AIFLNPs, Small AIFMs under Law 81(I)/2020, Crypto Asset Service Providers and Crowdfunding Service Providers, that the Financial Intelligence Unit of Cyprus  (the ‘MOKAS’ or the ‘Cyprus FIU’) has issued Guidelines on submitting to the Cyprus FIU, Suspicious Transaction Reports (STRs), Suspicious Activity Reports (SARs) and additional Information files (AIF-A, AIFT).

The new guidelines are issued as part of the ongoing efforts to enhance the effectiveness of the framework for the prevention and suppression of money laundering and terrorist financing.
 
The Cyprus FIU considers high quality reporting to be a fundamental pillar of an efficient AML/CFT regime.

According to Circular C781, the Regulated Entities are requested to carefully review the revised Guidelines and ensure their timely and appropriate implementation within their internal policies, procedures, and compliance frameworks.

CySEC further informs that the revised Guidelines on submitting to the Cyprus FIU, STRs, SARs and additional information files (AIF-A, AIF-T) are available to ALL the Regulated Entities through the goAML web application under the HELP menu.

CySEC reminds the Regulated Entities that those which have not yet registered with the goAML system are required to do so, in order to ensure their ability to submit reports to MOKAS in a timely and effective matter.

CySEC also informs the Regulated Entities that MOKAS has published a Strategic Analysis Report on Money Laundering Risks and Vulnerabilities associated with Betting and Gambling (the ‘Report’). The Report presents the findings of a strategic analysis based on a review of suspicious activity/transaction reports submitted by providers of betting and gambling services during the period 2021–2025.
 
Furthermore, CySEC informs the Regulated Entities that MOKAS has published a Strategic Analysis Report on New Trends in Technology-Enabled Fraud and the Use of Money Mules. The report provides an in-depth analysis of current typologies and methods associated with Technology-Enabled Fraud Schemes, with particular emphasis on the recruitment of Money Mules.
  
In addition, CySEC informs that the Cyprus FIU has published its Annual Report for 2025. The Report presents key findings and data resulting from the MOKAS’ operations throughout the year.

CySEC encourages the Regulated Entities to carefully review MOKAS’ revised Guidelines and the Strategic Analysis Reports and to make appropriate use of the information provided therein.
